Functional Areas

1. M&E capacity development
  • Organize meetings, seminars, trainings, ToT, workshops, conferences, etc. in M&E
  • Sharing M&E resources among the stakeholders
  • Development of dictionary (English to Myanmar) regarding M&E and development terminologies
  • Mentor, provide peer-to-peer learning, and support novice and young evaluators
  • Create a learning and sharing platform and resource pool among M&E practitioners
  • Coordinate and link with national and international evaluation experts
  • Form sector specific M&E interest groups (e.g. Health, Rural Development, Gender, Policy Evaluation, Microfinance, etc.)
  • Promote innovative approaches in M&E
 
2. M&E Culture Promotion
  • Promote M&E values and awareness among different stakeholders
  • Promote donor advocacy and practice change for effective community development
  • Translate and disseminate M&E concepts into local languages
  • Support the development of indicators and standard tools
 
3. Governance and Accountability
  • Advocate and raise awareness of M&E to government
  • Facilitate the formation and strengthening of national evaluation policy and systems
  • Institutionalize M&E systems into government sectors
  • Promote evidence based and/ or informed policy making practices
  • Support commissioning policy impact assessments, including value for money analysis
  • Facilitate formation of community feedback mechanisms and channels for improving the quality of governance
  • Obtain government endorsement of MMEA
 
4. Professionalization of M&E
  • Develop context specific guiding principles, ethical and professional standards and codes of conduct for M&E
  • Develop quality assurance standards of M&E practices and outputs by conducting meta-evaluations and peer-reviews
  • Initiate accreditation systems to ensure the quality of professional evaluators and evaluation firms
  • Develop indicators and standard tools library for different sectors
 
5. Networking
  • Make active linkages with evaluation associations (VOPEs) at different levels, including the Asia Pacific Evaluation Association (APEA)
  • Represent the Association and present at national and international conferences and seminars
  • Invite experienced resource persons from within and outside of Myanmar and provide technical seminars
